Technology proposal: Jerry October

I propose we add Encrypted Client Hello (ECH) to the list of elements tracked by Site Elements

While ECH is still in the draft stages with the IETF's TLS WG, it is progressing quickly, and many web servers, CDNs, and browsers have already added support for it, and adoption will increase quickly in the coming years.
